Model rules — Însemn creative competition — Romania

Working model to complete before launching an edition. This is not an open call for entries. Publish a final, dated version with complete annexes and no blank fields. Editions in other countries require adaptation of governing law, child protection, taxation and privacy; translation does not replace that work.

1. Organiser, purpose and nature

  • Organiser: legal name and form, registered address, tax / registration details, representative and contact __________________.
  • Edition, locality / region / school and official website __________________.
  • Purpose: express a place's identity, symbols and cultural, historical, economic and traditional values through original graphic creations.
  • Entry is free. Prizes reward merit under published criteria, without random draws or purchase requirements. This model concerns a creative competition; random or commercial mechanisms require separate legal assessment.
  • The resulting emblem complements existing symbols. It does not automatically replace an authority's official coat of arms or emblem or acquire official status without the necessary procedures.

2. Eligibility and minors

  • Basic proposal: individuals aged at least nine, or teams of up to two, from any locality / country. Publish accepted languages and age categories before registration.
  • Categories and age reference date __________________. Use clear, non-overlapping boundaries.
  • Under 14: a legal representative enters and signs on the child's behalf. Ages 14–17: the child signs with parental / guardian approval, subject to statutory capacity exceptions. Further legally required authorisations remain necessary.
  • Identify team roles, joint authors and rights holders; obtain each person's appropriate agreement.
  • Judges must not assess their own work or entries involving a conflict. Define objective organiser / relative exclusions and conflict procedures __________________.
  • If physical drawings or digital assistance are permitted, publish the procedure and equivalent judging arrangements __________________.

3. Artwork and submission

  • Exact theme, image count and explanation word limit __________________. State whether a place emblem, local-product mark and national variant are required.
  • One coherent technical specification: formats, proportions, colours and maximum file size __________________. Vector submissions may require SVG with a PNG preview.
  • Submission channel, entry form and receipt confirmation __________________.
  • Declare third-party elements, licences and AI tools. Entrants must hold the rights they grant; AI contribution does not justify copying others or promising rights that do not exist. Publish the edition's AI acceptance and judging policy before submission __________________.
  • No infringement, illegal or discriminatory content. Define other thematic and appropriateness limits objectively __________________.

4. Calendar

Complete dates, times and time zone for launch, registration, technical checks, judging, appeals, final results, prizes and exhibition: __________________.

The original November–December 2024 and January–February 2025 schedule is historical and does not govern new editions. Neither 24 January nor previously proposed events or media appearances are confirmed by this model.

5. Checks, judging and appeals

  • Jury, expertise, number of members and recusal rules __________________. Keep evaluation records and restrict data access.
  • Core criteria: clarity, simplicity / distillation, local relevance, originality, visual impact and research / explanation quality. If adopted, use no more than three colours plus black and white; transparency is not a colour.
  • Complete weights, scale, aggregation and tie-breaking rules before registration __________________. Judges' guidance and announcements must use the same system.
  • Explain and communicate technical rejection or disqualification. Specify clarification / appeal deadlines and channels, impartial reviewers and response times __________________.
  • Publish final results and attribution under the privacy information, with suitable protection for children.

6. Prizes, delivery and taxation

Before launch, publish prize numbers, nature, gross value, confirmed funder, delivery conditions and deadline, contact procedure and unclaimed-prize arrangements __________________. Do not promise funders or media appearances without their agreement.

The 500 / 300 / 100 lei prizes, two 50 lei commendations, “Music of the Plants” Bamboo / Ginkgo devices and T-shirts belong to the historical proposal. They are not confirmed prizes for a new edition.

The payer checks tax treatment at award time, including exemptions, prizes in kind and non-residents, and calculates, withholds, reports and pays tax where required. Tell recipients the gross value and tax treatment; do not promise blanket exemption. Request tax data privately and only when necessary.

7. Copyright and reuse

Authors retain moral rights and economic rights not expressly granted. Entry and awards do not automatically place artwork in the public domain.

Necessary competition uses are covered by an attached written non-exclusive agreement identifying the work, permitted uses, territory, term and remuneration / free grant. Third-party reuse requires a separate express choice there. No implied exclusive rights or exclusive trademark permission are granted. Declining optional public reuse does not affect eligibility.

The wiki platform's general footer licence does not replace each entrant's artwork agreement. Display specific conditions beside the work; the organiser must not publish under a broader licence than it holds.

8. Privacy, communication and images

Supply GDPR Article 13 information before collection: controller, purposes and bases, necessary data, recipients, transfers, retention, rights, contact and supervisory authority. Complete the entry-form model for the edition's actual services.

Treat entry, artwork permissions, promotional messages and photographs separately. Do not condition entry on unnecessary consent. Never publish contacts, signatures, identity documents or tax data. Give children accessible information and appropriate safeguards.

9. Changes, incidents and liability

Announce justified changes through the same channels with dates and versions, without arbitrary retrospective effects on acquired rights or judging criteria. Material changes require a fair process, including extra time or withdrawal where appropriate.

Specify arrangements for technical interruptions, justified cancellation and force majeure __________________. The organiser has no unlimited cancellation or amendment right and does not exclude liability that cannot lawfully be excluded. Each party remains liable for its own conduct under law.

10. Governing law, disputes and annexes

Romanian law and applicable EU rules govern a Romanian edition, without excluding mandatory provisions. Seek amicable resolution; legally competent courts and authorities remain accessible. Complaints contact __________________.

Annexes: entry form and privacy information; non-exclusive agreement; technical specifications; calendar; confirmed prizes; judging and appeals procedure. Check consistency and identify the reference language / version before launch, without restricting mandatory rights through translation differences.

Legislative references and review

Reviewed: 16 October 2026 using official sources consulted. Check the law then in force and finalise edition conditions before launch.
